Germany reintroduced the so-called landlord confirmation of rental (Wohnungsgeberbestätigung) on November 1, 2015. This means that the landlord must confirm the beginning and end of a rental. This "duty to cooperate" is also obligatory for landlords of furnished apartments. (Federal Registration Act /Bundesmeldegesetz)
City-Wohnen Hamburg provides you with a form for this paperwork as soon as you have found a tenant through us. You can also send this information to the registration office (Einwohnermeldeamt) via e-mail. (see below).

Short term rentals
Registration with the local authorities is not required if your tenant already has a registered address in Germany and is moving into another apartment for a period of less than six months. The requirement to register this address as well as the 2-week time period to do this begins after six months. In case your tenant is registered elsewhere, he has to registrate if the rental time is longer as three months and then the 2-week period starts.
What information do I need to provide?
There is no legally prescribed form and the confirmation can be issued via email. The following information must always be provided:
- Landlord’s name and address
- Type of confirmation, i.e. whether move-in or move-out including date
- Address of the apartment
- Name(s) of the person(s) to be registered
In writing or by e-mail - how does it work?
You can either give your tenant our filled-out form with your confirmation, or you can inform the registration authority directly via email.
- In writing: Once you have decided on a tenant, you will receive a download-link for the placement confirmation form along with your booking confirmation. Simply complete and sign the form and hand it over to your renters.
- By email: You can also notify the registration office directly via email. It is important that you provide the obligatory above-mentioned information in the email. You will then receive a so-called Zuordnungsmerkmal, a reference number that you must pass on to your new tenant because he needs this when he registers his new address.
Is there a deadline?
Yes. Your tenant has a deadline of two weeks for registering his address, so you must act within two weeks of the beginning or end of the rental. Therefore you need to either give the form to your tenants in good time, or inform the authorities via e-mail.
What happens if I don’t fill out the landlord confirmation?
You can be fined up to € 1000, -
For false information you can be fined up to € 50.000,-
How do I know if my tenant has registered?
The landlord has a right to this information and can make inquiries with the registration authorities.
Is the registration office (Meldebehörde) allowed to ask me for information?
Yes. If contacted by the registration office, you as a landlord must notify who lives or lived in your apartment as well as provide the dates of the beginning and end of rentals.
What is the purpose of this law?
The purpose is to harmonize registration law nationwide, simplify and unify administrative procedures, and reduce administrative costs. This landlord confirmation should also make false registrations easier to detect.
When does a tenant have to confirm the end of a rental?
Confirmation of the end of a rental is generally not necessary unless the tenant does not have a new address in Germany. For instance, this is the case if the tenant goes (back) abroad or gives up a second registered address. This means that if a renter is moving on to another registered address within Germany, no confirmation of the end of the rental is necessary.
